International Magical Cooperation

The duties of this department are to work with magical governments of other countries, set standards for trade, create regulations for things like cauldron thickness, interpret the international magical law, and work with other departments in various ministries.

Yeah, I plan to fix that, just haven't gotten around to it lol Will also likely be adding a CBoX instead of the Shoutbox, but undecided on that.
